He respectfully requests the Mayor to invest him with the necessary authority. Notation to seek advise from City Solicitor after Inspector of Nuisances has advised. Report from Inspector of Nuisances spelling out powers of By-Laws and advising he attends the Fish Markets daily so the auctioneers can bring any suspect fish to him to be dealt with.
