City Surveyor ordered the report but wishes to "apprise the Mayor more fully of the circumstances". After he has done so, the Mayor decides that "unless the goods are kept within the limits of nine inches granted at the pleasure of the late Mayor - summons to issue and the 9 inches will in future be disallowed by me".
