Unique IDAG-0043DescriptionOn 1 January 1989 the existing Committees of Council were dissolved by the City of Sydney Act 1988. This Act replaced the Commissioners, who had controlled the Council from 1987 to 1988, with an elected Council.
At its first meeting on 3 January 1989, Council appointed four standing committees. One of these was CA 43, Planning Committee II, 1989-1993. At its meeting of 6 February 1989, the Committee clarified its functions as: all matters related to development and building valued at under $50 million, planning, traffic, transport (as distinct from traffic), and tourism. Responsibility for approving developments valued at over $50 million lies with CA 47, Central Sydney Planning Committee, 1989+.
As a result of a report by the Pyrmont/Ultimo Housing Group, a Housing Sub-Committee of the Planning Committee was created on 26 February 1990. It was responsible for developing a comprehensive housing policy for all geographic areas (both CBD and residential), and all existing and potential housing sectors (including private, public and co-operative) within the City of Sydney. It was also assigned to examine the incidence and effectiveness of the use of existing planning instruments (and policies), such as SEPP 20 and Sections 90 and 94 of the Environmental Planning and Assessment Act, in the retention and extension of low income housing in the City of Sydney.
In 1991, the Committee limited its powers and functions to all matters pertaining to planning, building, traffic and urban designs. Its responsibility for tourism was transferred to CA 41, Finance Committee III, 1989-1993. The following year, the Committee inherited the function of CF12 Public health from CA 45, Corporate and Community Services Committee, 1989-1993.
On 25 November 1991, Council created a Civic Design Sub-Committee under the Planning Committee. It was given the tasks of maintaining a consistent overview of the design and maintenance of the public realm from both an aesthetic and utilitarian vantage point. The sub-committee handled matters relating to pavements, signage, lighting, street furniture, planting, street barrows, special events, public art and all other tasks affecting the overall physical design of public spaces, square and roads. The functions of the sub-committee were transferred to the Civic Design Advisory Committee of CA 144, Projects and Public Spaces Committee in 1993.
In 1993, Council decided to review its standing committees and by Resolution of Council of 28 June 1993, four standing committees and one special committee of council were created, namely: CA 142, Finance Committee IV, CA 140, Cultural and City Services Committee, CA 143, Planning Committee III, CA 144, Projects and Public Spaces Committee, and CA 141, Properties Committee which was a special committee of the whole.
