Unique IDAG-0144DescriptionCA 144, Projects and Public Spaces Committee, 1993-1999 was created to deal with matters relating to projects under the jurisdiction of CA 136, City Projects Division, 1993+. It was also responsible for improvements to the public realm, traffic management changes that affected the streetscape and the public realm, changes and alterations to streets, footpaths, parks, public spaces, and other matters that impact on the quality and appearance of the streetscape, city and urban design not covered by development control policies and processes, and the Open Museum. The Committee was an advisory to Council and had no independent role, except where specific authorities were delegated to it by Council. Under the approved structure, the functions, membership, chairmanship, and operations of the Committee were subject to review and decided each September. Three of its members constituted a quorum of its meetings.
This Committee was created when Council undertook a review of its Standing Committees in 1993: CA 144, Projects and Public Spaces Committee took over the responsibilities of the former CA 168, Capitol Theatre Committee; and the Decorations Committee; and also took over some responsibilities of the former CA 43, Planning Committee II; CA 44, Works Committee III; and the CA 45, Corporate and Community Services Committee.
There were three sub-committees attached to the Committee, namely: Civic Design Advisory Committee (CDAC); Sydney Traffic Committee (STC); and the Access Committee (AC).
The CDAC (which held meetings every six weeks) was responsible for maintaining a consistent overview of the design and maintenance of the public realm, taking into consideration both aesthetic and utilitarian points. Also, it considered policies and proposals emanating from Council, the Lord Mayor, or the Chairman of the present committee concerning pavements, signage, lighting, street furniture, planting, street barrows, special events, public art and other matters affecting the overall physical design of public spaces, squares and roads. Membership in the CDAC included councillors and external appointments decided from time to time and the chairman is appointed by Council. Three of its members constituted a quorum.
The membership of the STC (AGY 162) was decided by the Roads and Traffic Authority which required four formal (voting) representatives, one each from the Council, the Police Service, the Roads and Traffic Authority, and local members of Parliament. It had also a number of informal (non-voting) members representing one each from the State Transit Authority, NSW Taxi Council, private bus operators, the Transport Workers Union, the Local Taxi co-operatives, and others as appropriate. The chairmanship of the STC was decided by Council. Three of its members constituted a quorum and the sub-committee met every six weeks while special meetings were convened as required. The main responsibility of the STC was to advise Council on any proposal concerning a traffic control facility.
The AC examined how Council could better serve the interests of the disabled, in particular, having regard to physical impediments and hazards which existed in the public areas and buildings (public and private) throughout the City. The chairman of the committee was appointed by Council and five of its members constituted a quorum. Meetings were held every two months. The membership of the sub-committee (at September 1994) was limited to what was called "core membership" consisting of Councillor Doug Sutherland as Chairman, with the following as members: Alan Burns of the St. Vincent de Paul Society;Trevor Briggs of Better Hearing Australia; Sandra Dark of the Association of Blind Citizens; Susan Thompson of the National Association of Blind Citizens; Peter Mendle of the Lions Club of Sydney; and Julie Harris. Other members included Joan Hume of the Disabilities Unit (TAFE); Terry Fletcher, a Disability Awareness Training Consultant; Noel Hiffernan of the Public Sector Union; Margaret Wood representing the Pyrmont Residents Group; Michael Kofod of the NSW Council for Intellectual Disability; Maria H. Long of the NSW Department of Sport, Recreations and Racing; Howard T. Halstead and Dave McLeish of the Rotary Club of Sydney; Janet Stretton, Director of Nursing; Sydney Eye Hospital, Kim Rowles of the NSW Labor Council; and Lester Tropman of the Access and Mobility Sub-Committee of ACROD.
In 1999, due to major changes in the responsibilities assigned to the Committee, particularly in relations to the implementation of the provisions of the Environmental Planning and Assessment Act, the Committee was abolished and CA 186 Planning Development and Transport Committee was created.
