Unique IDAG-0143DescriptionCA 143, Planning Committee III, 1993-1999 was responsible for development and building applications, regulations and policies, statutory and strategic city planning, heritage matters, transport, traffic and pedestrians, environmental impact statements, health issues relating to buildings, noise controls and housing. With some exceptions, Council delegated its powers under Section 91 of the Environmental Planning and Assessment Act in determining development applications and modifications under Section 102 to the Planning Committee. However, when development and building applications are valued at more than $50 million; do not conform to the 1988 Central Sydney Strategy; and on Crown or council land, these matters are under the jurisdiction of CA 47, Central Sydney Planning Committee, 1989+, an intergovernmental body but deemed to be part of the Sydney City Council.
CA 143, Planning Committee III, 1993-1999 was formed through a Resolution of Council of 28 June 1993, when four new Standing Committees and one Special Committee were created, namely: CA 142, Finance Committee IV, 1993+ (now known as Corporate, Finance, Properties and Tenders Committee, 1993+); CA 140 Cultural and City Services Committee, 1993-1999; CA 143, Planning Committee III, 1993-1999; CA 144, Projects and Public Spaces Committee, 1993-1999; and CA 141, Properties Committee II, 1993-1999. At this time the planning functions of the previous Planning Comming CA 43 Planning Committee II, 1989-1993 were taken over by CA 143 Planning Committee III. Also the functions of the Housing Sub-Committee were taken over by the Planning Committee III with the Residential Planner continuing to consult with relevant groups and persons as the need arises.
The Committee acts as an advisory body to Council and has no independent role, except where specific authorities are delegated to it by Council.
Under the approved structure, the functions, membership, chairmanship, and operations of various standing committees are reviewed and determined each September. Three members of the CA 143, Planning Committee III, 1993-1999 constitute a quorum for its meetings.
