City Cleansing Department I
Unique IDAG-0092DescriptionOn 9 September 1899 the Council resolved to adopt a Minute by the Mayor, separating the duties of Superintendent of Street Cleansing from those of the Inspector of Nuisances.
The first Superintendent of City Cleansing was William Matheson Gordon, who was appointed in October 1899. In 1901 the Department consisted of the Superintendent, 5 gangers, a clerk, 82 carters, 100 labourers, 97 block and footpath cleaners, 11 urinal cleaners and attendants, 7 night flushers and 3 horse brooms.
The City Cleansing Department was responsible for the removal of all house garbage, trade refuse, street sweepings, mud, continuous cleansing of wood blocked streets and pavements, cleansing of gullies, urinals, horse troughs, fountains etc, and flushing and machine broom sweeping. (Report of the Superintendent of City Cleansing, Proceedings of Council 1901).
In 1902 (possibly from 27 May when the financial estimates for the year ending 31 Dec 1902 were passed by the Council) the Cleansing Department became a branch of CA 87, City Surveyor's Department, following a recommendation to Council by the City Surveyor.
On 23 July 1907 the Council adopted a recommendation from the Lord Mayor transferring the [Streets Maintenance and] Cleansing Branches of the City Surveyor's Department to CA 40, Town Clerk's Department, but it appears to have continued to operate as a Department in its own right until 1914, when it was fully amalgamated with CA 87, City Surveyor's Department. This was part of a Council wide reorganisation instituted by Lord Mayor R W Richards (who had held the job of City Surveyor 1887-1901).CreationResolution of Council, 9 September 1899AbolitionResolution of Council, 1 September 1914
