Unique IDAG-0176DescriptionClient Services was created as a Division of the Council administration in mid 1996, and formally commenced when the appointment of Heather-Maree Kennedy as Director was announced on 28 August 1996.
The creation of Client Services was part of a major administrative change within the Council. In addition, CA 177 Service Delivery was created, the former Divisions CA 112 Cultural and Community Services and CA 137 Urban Services were abolished, and CA 135 Planning and Building was renamed City Development. The titles of the Divisional heads were changed from Assistant General Manager to Director (except for the head of Corporate Resources which continued to be headed by the Deputy General Manager). There were also major personnel changes. During 1995-96 all five Divisional heads, and the General Manager, departed and were replaced, in some cases more than once. As well, the Council began a program of reorganising and realigning administrative structures and responsibilities, and reducing staff numbers. The objectives were to create budget surpluses that could be used to fund improvements to the City for the Olympic Games in 2000, and to improve the delivery of Council services, including through competitive tendering and outsourcing.
A major feature of the reorganistion was the creation of separate Divisions to deliver services and to specify and monitor services on behalf of clients (a funder/provider split, in effect). The principal responsibility of Client Services is to specify and monitor service delivery, to facilitate the competitive tendering process and manage the outsourced contracts that could arise. In addition, Client Services has responsibility for general policy matters and for most public affairs and civic events arrangements. (CA 107 Office of the General Manager has responsibility for Olympic-related affairs and events).
In mid 1997 the Director of Client services resigned. A replacement was appointed but decided not to take up the position. It was then decided not to fill the position, and to distribute the functions and business units of the Division among the other divisions of the administration, principally Corporate Resources (client group and planning/policy) and the Office of the General Manager (cultural affairs, protocol, city marketing).CreationGeneral Manager's Memorandum, 28 August 1996AbolitionGeneral Manager's Memorandum, 30 June 1997
