On 11 April 1984 the Director of Civic and Public Affairs, Ron Stringer, wrote to the Town Clerk recommending that a Sister City Committee be established to advance the proposal. The Town Clerk endorsed this proposal on 12 April 1984.
The first meeting was held on 14 June 1984, chaired by the Lord Mayor, Doug Sutherland.
At this meeting Doug Sutherland was elected President; Air Vice-Marshall W Townsend was elected Chairman; and R D Stringer, Director of Civic and Public Affairs, Sydney City Council, was elected Secretary.
The Sister City Proclamation was signed first in Portsmouth, and then in Sydney at a meeting of the Committee held on 28 March 1985.
