They were created by the City Solicitor's Office (AG-0074) in the period 28/07/1843 to 15/06/1977.

They are controlled by the Legal Opinions Index (AS-0804) for the period 01/01/1899 to 31/12/1905.

The contents of the packets date from as early as 1834, with later ones in 1842, 1859, 1861, and 1875 to 1877, but most of the packets are later than these years.

They include memos to and from Council officers, correspondence with plaintiffs and defendants, and copies of legal documents.

Most of the packets had one or two numbers allocated to them by the City Solicitor, often an original number and then a subsequent number when the matter was resolved and the packet was filed. The original order of the packets was difficult to ascertain so they were allocated single running numbers by the Archives.

Each packet usually deals with one subject. This includes the drafting of by-laws, prosecutions over health matters, non-payment of rates, theft of Council property, leasing and purchase of land, resumptions, legislation, and opinions on a wide variety of topics.
