Most of the papers on the files are annotated with the corresponding file number in Town Clerk's Correspondence Files, 1914-1978 (AS-0034).

It is expected that the series started around 1940, as the registers for this file series are held from that year - see City Health Department Correspondence File Registers (AS-0753). The City Health Department became the Health and Community Services Department on 23 July 1979, and this has been taken as the end date for the series, although a few papers were added to files up to 7 June 1984. The content surviving for the series Is from 1946-1984.

The files are controlled by a single number classification system with a ‘C’ prefix. For example, files dealing with plant were numbered ‘C1’. When the file had accumulated 5 years worth of papers, it was closed off and a new ‘C1’ file on plant opened. The date range of the contents was annotated on the file cover. The papers inside the file were numbered with the file number and the year. The Department closed most files after five years, but some were closed after 1 or 3 years. The ‘C’ prefix apparently stood for ‘correspondence’.

The files deal with a wide range of public health subjects, including boarding houses, complaints from the public, fumigation, garbage, hospitals, litter, licenses, infectious diseases, and immunisation.

Many of the files were burnt in a fire at the Health Department's office in 1965. The Department used to be housed in Block B at the Town Hall, part of the site now occupied by St Andrew's House. (Oral history John McClure, December 1993). Apart from two files that date from 7 February 1980 to 7 June 1984, the latest date for the files is 5 March 1970. The files for the years 1978 to 1979 were destroyed in 1993 as the papers were duplicated in Town Clerk's Correspondence Files (AS-0034), and Central Activity Files (AS-0116). (See file A06-00083) These earlier files have been retained as some of the corresponding files in Town Clerk's Correspondence Files (AS-0034), have been destroyed.
