This activity within the City boundaries is taken to have commenced with the appointment of the first City Health Officer, 20 April 1857. This officer was to carry out premises inspections along with the Inspector of Nuisances.
Inspections carried out of residential and business premises in order to combat the outbreak of infectious diseases such as diptheria, scarlet fever and bubonic plague.
