Unique IDAG-0006DescriptionIn July 1979, the Community Services Branch of CA 10, Parks and Recreations Department was transferred to CA 73, City Health Department and the expanded department became CA 6, Health and Community Services Department.
By 1982, the department had four operating sections: Health Services, which administered the Acts, ordinances and regulations for protecting the health of all City residents and transients; Public Health Engineering Branch which dealt with general issues such as noise control, air and water pollution, and health education and health surveying; Community Service Branch which administered the various facilities the department provides for the community, such as baby health centres, community centres, meals-on-wheels and child care centres; and the Administration Branch which provided administrative support to the whole department.
The department issued licenses for food outlets, hairdressers, lodging and boarding houses, noxious trades, dog licenses and public amusements. It produced publications for distribution on hygiene and nutrition and had a Mobile Health Education Unit which visited shopping centres and schools. Up to January 1989, the Health and Community Services Department allocated tenancies to all of Council's residential rental properties, implementing Council's housing policy for low income earners. The community centres provided a wide variety of services including services for aboriginals, legal services, welfare rights advisory services, Chinese food for pensioners service (through the auspices of the Australian/Chinese Community Association) and help for the disabled, etc.
In implementing its target goals, the department divided the city area into four zones, with a Supervising Health Surveyor responsible for each zone. Below the Supervising Health Surveyor were Health Inspectors in charge of sub-districts.
In January 1987, the management of the Hyde Park Family Centre was transferred to the department from CA 10, Parks and Recreations Department. In January 1989, Council's whole stock of residential rental property were transferred to the State Department of Housing. Subsequently, Council's responsibility for the allocation of tenancies and supervision of the low income housing policy ceased.
When the City of Sydney Act, 1988 was implemented, new administrative structures for the City of Sydney and the newly created City of South Sydney were adopted. The management of recreation centres and facilities in the new South Sydney City Council Sydney area was transferred to the Health and Community Services Department of South Sydney City Council.
From 1989 to 1992, the department consisted of three branches: the Health Branch that took care of health surveyors, technical services (including environmental monitoring), parking station licenses, markets supervision, legislation, education and major projects; the Administration Branch which provided financial and secretarial support and issued dog licenses; and Community Services, covering Aged Services, children's services, the Homeless Persons Information Centre, Disabled Services and Donation Assessment.
In 1991, a new management structure was implemented and four divisions were created, namely: Finance and Administration, Corporate and Community Services, Planning, and Works. Each division was headed by a manager and the word "Department" was discontinued. The Health and Community Services Unit was placed in the Corporate and Community Services Division.
On 21 December 1992, Council adopted a new management structure which divided the Council administration into five divisions, namely: CA 136, City Projects Division, CA 137, Urban Services Division, CA 135, City Planning and Building Division, CA 112, Cultural and Community Services, and CA 111, Corporate and Business Services. This new structure took effect on 1 January 1993.
