The Committee found that Palmer Street was never proclaimed according to Law, that an obstruction had been made to the entrances of the houses by the Corporation and that the damages sustained by Mr Fisher according to Mr Bibb's report was to the amount of £650 and that full rates had been exacted on the houses. The committee recommended compensation be paid to Fisher. Negatived by Council. Appended: report by John Bibb, architect; summary of Committee findings; report by Roe, City Surveyor, on matters relating to Palmer Street and the actions of the builder Rawlins; plan of the properties affected - longitudinal section of the footway of Palmer Street and the floors of the houses by John Bibb.
