The Committee found that the Town Clerk's and Treasurer's Departments needed no alteration. The Committee expressed surprise that the City Engineer did not believe he had responsibility for the proper discharge of their duties by all the officers placed under his charge but only for Thomase employed in the Engineer's Department and excluding the District Surveyors. In view of this, the Committee recommended the separation of the Departments of the Engineer and the City Surveyor. The appointment of 4 District Surveyors was found generally to have improved the management of works. Recommendations were made concerning the management of blue metal deliveries and the mode of payment to the City Labourers. The Committee endorsed the policy of completing most works by contract but noted the need to prepare the specifications for works more carefully. The Committee recommended the removal of Messrs Evans and Packer from the City Engineer's department and saw no need to replace them as the Botany Water Works were nearing completion. The Committee found in examining the Inspector of Water Works that there had been irregularities in the management of the Water Service. The Committee found problems in collecting the water rates and overdue rates and in identifying premises receiving water and recommended the appointment of a 'Water Rate Collector' to have sole charge of these matters. The Committee found that the Inspector of Nuisances was impeded by defective laws and the reluctance of magistrates to make convictions. They recommended that cases should be prepared by the City Solicitor rather than the Inspector and changes be sought to the laws.
