The Mayor found that it had been the habit of the licensed plumbers of the City to give unsolicited 'Christmas boxes' of clothing and small sums of money to the turncocks of the City but that the turncocks Hillier and Wallis had demanded these gifts and threatened to obstruct the work of the plumbers if not given the gifts.
