Appended: Letter from William Cox. He states that he has lost the use of his right arm after being poisoned by night soil while in the service of the Council; there was a surplus in 1860 and a shortfall in 1861 of receipts; he attributes the latter to lack of energy by the Inspector and a lack of incentive because of his fixed salary rather than working for a percentage.
