Robert Scott writes on receipt of a notice about two dwellings he is building in John Street, being of stone and wood and therefore contravening the Building Act. As John Street is unformed & 300 feet from Devonshire Street, it is very difficult to convey materials on a hand barrow and impossible for carts. As he is building on sand he suggests that wood will withstand the pressure better. He further decries the fact that Citizens in that locality are without streets, roads, water and lights yet pay the same taxes as those in the most favoured parts and asks that his houses be exempted. The Building Surveyor knows from experience that foundations may be built of any materials provided the trenches are sunk proportional to the height and thickness of the walls.
