Edward Bell, City Engineer, responding to the instructions of the Improvements Committee to report on the advisability and cost of forming and ballasting Owen Street and laying 12 inch pipe drains at the crossing of Athlone Place. He reports it is necessary to put in a 16 inch pipe crossing at Athlone Place and along the centre of Owen Street and to lay down a rough gutter course 83 feet in length on the west side of Athlone Place and 150 feet on the east side.
