Brown, representing Mr Howe tenant of a house in Campbell Street. The Council Bailiff seized Mr Howe's property for taxes alleged to be due but which had in fact been paid. He was obliged to pay an illegal levy 10% taxes and 6% expenses. If compensation is not paid then proceedings will be commenced.
