His contract time is now six weeks overdue and he claims he had nothing to do with the collapse of the wall. Edward Bell, City Engineer, reports that the Council has not to pay for these works nor is responsible for them until they are complete and the street has been handed over by the Government. Attached is a previous letter from Owen Nolan to Edward Bell dated 27th January 1863.
