Top Dressing information received from City Surveyor, Melbourne. A mixture of tar and sand is laid over wood blocks. The only disadvantage so far is that it becomes soft on hot days. The process has been modified and made cheaper by painting the blocks with tar and covering with sun-dried creek sand. The first method lasts two years and the second a year. He notes however that Sydney traffic is heavier than Melbourne.
