It was created by the Deputy Town Clerk's Department (AG-0020) at South Sydney Municipal Council in the period 01/08/1968 to 31/12/1981.

The matters dealt with are recorded according to the street to which they pertain. The streets are listed alphabetically, and are numbered from 3001 to 3452. Matters which arise pertaining to each street are listed chronologically under the relevant street, and are allocated a secondary classification number. For example, Dowling Street South has the primary classification number 3129. The matters dealing with 'improvement of traffic flow, intersecting of Crescent Street and South Dowling Street, Waterloo' was the 4th matter dealt with, therefore the file number in AS-0081 for this particular matter is 3129/4.

It is important to have a familiarity with Stripdex Index to General Correspondence Files [South Sydney Municipal Council] (AS-0104), to understand the numbering system used in AS-0107. When looking at AS-0104, one discovers that Dowling Street South has been allocated the street number 129. Further investigation reveals that all the streets named in AS-0107 have the same number they have in AS-0104, the only difference being the use of the prefix '3' in AS-0107. From this, it can be assumed that the prefix '3' refers to 'Traffic Matters'. For example, the number 3129/4 can be interpreted as the 4th matter raised dealing with traffic matters in Dowling Street South.
