The specifications were created by the following agencies:
- City Architect and Building Surveyors Department I (AG-0078) in the period 01/01/1885 to 01/01/1928
- City Engineering and Building Surveyors Department (AG-0061) in the period 01/01/1928 to 01/01/1936
- City Architect and Building Surveyors Department II (AG-0016) in the period 01/01/1936 to 01/01/1971
- Planning and Building Department (AG-0008) in the period 01/01/1971 to 01/01/1978
- Administration Department (AG-0003) in the period 01/01/1978 to 01/01/1988
- Properties II (AG-0011) in the period 01/01/1989 to 01/01/1992

The specifications set out the work to be performed and the materials to be supplied and used by the contractors who successfully tendered for the work. The signed contracts are contained in Goods, Works and Services Contracts (AS-0065).

Most of the specifications in this series were numbered with a job number allocated by the Architects from Architects' Job Cards (AS-0803). This number appears on the specification and the plans. However, the earlier items in this series (from 1-27) had no such job numbers and were allocated numbers by the Archives Section.
