Appended: Memo from Henry Graham, Officer of Health, reporting on the sanitary condition of Steam Mill St and Barkers Lane at the bottom of Bathurst St; the locality is thickly populated by the labouring class; the drainage from Barkers Lane empties into an open ditch extending from the end of Barkers Lane to the end of Steam Mill St; annotation to take action against owner of vacant land for nuisance; annotation by Edward Bell, City Engineer, describing the accumulation of filthy putrid matter on the vacant land and suggesting that, if Council prosecuted the owner, he in turn could take action against those who have allowed filth to drain onto the land; sketch map of locality drawn on the back of a printed form: "License to act as Driver of a Hackney Carriage or Omnibus".
