Please adjust regulation to confine the clerk to his duties. Note: Jno Carruthers, Clerk of Market: 1st charge rent charged to permanent holders per law; 2nd charge, give stall to others when rent not paid; 3rd charge: refused petitioners stalls, totally untrue, only refused a stall to the one Ald Raphael wrote to me about, and prepared to state reasons to the Committee.
