(Note:10/3/86 Refer to Mr Seymour for report: JY. Mr Howard is employed as summons server and owing to the great increase of this department there are many more summonses to be served both in the City and suburbs and in some cases can only be served at night, that being the only time the parties can be found. To perform his duties satisfactorily he has to be out late and early. I have met him far from the City as early as 7.15am and as late as 8pm.
