Opinion from City Solicitor to the Town Clerk re Cleansing of the City. He advises section 166 of the Corporation Act of 1879 only applies to refuse injurious to health and not trade rubbish. Section 80 applies only to building materials. However Act of 4 William 4th No.7 section 15 may have application which relates to leaving rubbish in a public place and people leaving trade rubbish could be prosecuted under that section. Section 240 of the Corporation Act gives the Council and its officers power to enforce provisions of that Act. Memo. Mayor to Town Clerk directing that trade rubbish must henceforth be collected by private contractors and deposited in the private tip in Moore Park. This change should be advised in the Press. Memo.
