The recommendation of the Report was that the Contractor or his employees 1. shall form the roadway and footpaths to the full width (66 feet) as proclaimed and in order to do so the low grounds between William and Woolloomooloo be supported by a proper retaining wall to be built before the works proceed and 2. the drainage water be carried from William Street directly to the Harbour.
