The series has been assembled from diverse materials found together when the Archives program was established in 1976. There were many creating agencies including:

CRS 30/1 contains various reports including:
-a detailed response from the Australian Gas Light Company to a report by Council's Lighting Committee in 1843
-a copy of the Act for Lighting with Gas the Town of Sydney, dated 7 September 1837
-a Financial Minute for 1843 which lists the names of officers and their salaries
-three detailed reports on the Present State of the Police of the City of Sydney
-a statement of receipts and expenditure for 1843
-a blank warrant for seizure of goods for non-payment of rates
-a copy of an Act for the more easy and effectual recovery of rates in the City of Sydney, dated 5 January 1844
-By Laws for regulating the Markets, prevention of the driving of cattle through the City of Sydney, and the prevention of the keeping of boiling-down establishments
-Rules and regulations for carrying out assessments
-Printed letter to W C Wentworth seeking his support for petitions relating to the control of the Police and vesting of Police fees in the Council
-Enquiry into duties of District Surveyor and City Surveyors
-copy of an Act to amend an the Incorporation Act 23 December 1844, and
-a copy of a By-Law for licensing and regulating hackney carriages and the owners and drivers thereof (28 March 1848).

The series started on 19/12/1842 and ended on 14/11/1930. The content predates the series as the 1837 Act for Lighting with Gas the Town of Sydney was collected after the Council was formed.
