They were controlled by the Planning Street Cards AS-0533 in the period 01/08/1968 to 24/12/1984.

In 1968, the South Sydney suburbs were split off from the Sydney City area by the Local Government (City of Sydney Boundaries) Act 1967, to form the new Northcott Municipal Council, later renamed South Sydney Municipal Council (SSMC).

DA files relating to the South Sydney Municipal Council area pre-dating the new Council were transferred from Sydney City Council but the registers were not. South Sydney Municipal Council staff created new registers following the system operating in the City Building Surveyor's Department at the time.

When the South Sydney Municipal Council was abolished in December 1981, the registers were passed to the City Council's Planning Department where they were maintained separately until December 1984. In 1985, the South Sydney development applications were merged with the City Council's in the computerised DABA System.

A development application is submitted when owners are proposing to change the use of the building, land or work, subdivide the land, or erect a building.

Applications are registered in an annual single number system, where the first application for the year becomes DA 1/year. The same DA number is utilised for the DA file and the DA plan.

The registers record the following information: date of submission, DA number, address of property, applicant's name and address, proposed use of premises, date and decision taken, fees paid and receipt number, and approximate cost of alterations.

The DA number was then entered in Planning Street Cards (AS-0522), which were an alphabetical index to the DA files and plans.
