South Sydney Municipal Council Planning and Building Department

Unique IDAG-0024DescriptionOn 4 June 1975 Council resolved to reamalgamate the town planning and processing of development and building application functions under the auspices of the new department of Planning and Building. On 29 July 1975 Mr Richard Orr took up duty as director of the department, which appears to have been located in the Waterloo Town Hall.

On 24 November 1975, the position of deputy Chief Planning and Building Officer was filled by Mr Brian Holland.

The amalgamation again proved unsatisfactory and Council split the functions to form the new department of Forward Town Planning II on 20 December 1978. Mr Orr became the head of the new department, Mr Holland became Director of the Planning and Building Department. The new department was relocated to 106-108 Erskineville Road, Erskineville.

In mid 1980 Mr Orr resigned and the Town Clerk took the opportunity to examine the operations of the two departments which had experienced coordination difficulties and staffing problems. Throughout the following six months a number of reports were submitted to the Finance Committee of Council by the Town Clerk, the Municipal Health Surveyor and the Director of Planning and Building. The reports all addressed the issues of lack of coordination of the planning function and shortages of staff combined with excessive work loads. Generally the reports recommended the amalgamation of the planning and development functions, which raised accommodation issues and did not solve the shortage of staff problem.

Ultimately the Town Clerk's proposal of 9 July 1980, that the planning and development functions be brought together but the building control function be removed and placed under the direction of the Municipal Health Surveyor, was adopted by Council on 11 March 1981.
