Unique IDAS-0533Start dateBetween 20th October 1920 and 21st October 1994Start date qualifiercircaFormatCardDescriptionThis series consists of a card index file used to access plans submitted to the Council for approval as part of Building Application (BA) and Development Application (DA) proposals.

Each card contains information about the BA and DA proposals submitted for one street address. The entries are in chronological order with BA information on one side of each card and DA information on the other. Each entry usually consists of the date the application was lodged with the Council, the name of the applicant (usually the architect or contractor rather than the property owner), brief details of the work proposed, and a reference number to the plans (rarely, a file number in the contemporary central subject/correspondence file series). The reference number for BA proposals can also be used to trace the relevant entry in the BA Registers, which give somewhat fuller information about the BA. This can be useful if the plans themselves are no longer extant.

Most of the cards for the period up to 1928 were extracted and kept as a separate series (see AS-0710) at some time before 1991. However, some were missed, mostly in cases where they formed they form part of an ongoing sequence of cards for a property continuing after 1928 and it was not thought desirable to split the BA/DA history between two card series.

In 1968 the contents of this series that related to areas transferred to other Councils were extracted and handed over to these Councils: Leichhardt (for Glebe cards 1949-1968), Marrickville (for Camperdown 1929-1968 and Newtown east of King St 1949-1968), and Woollahra (for Paddington east of about Boundary Rd 1949-1968), and South Sydney Municipal Council (SSMC), for the remainder of Newtown, and also Erskineville, Darlington, Alexandria, Redfern and Waterloo).

When SSMC was reintegrated with the City in 1981 the latter cards returned (as part of the SSMC street cards system 1968-81) but were again handed over to the new South Sydney City Council (SSCC) in 1988-1989, along with cards from CRS 533 created for the SSCC area by the City Council since 1981. A small number of cards that should have been transferred to SSMC or SSCC were accidentally omitted and remain in the series. The cards that were transferred to SSCC were lost. Only the microfilm remains.

It is unclear when this series was transcribed onto the cards, probably from an earlier card system, but it seems most likely that it took place after about 1950. DA proposals date only from the period after 1945 and the cards are mostly pre-printed to allow for recording of DA information. The practice of re-writing and consolidating entries for major properties, especially those where site consolidation and redevelopment took place, continued. This seems to have been done in order to clarify matters where a confusing plethora of proposals was involved, and in order to preserve information when the cards became worn and damaged through use.

In the late 1970s the Council implemented a computer system (PLANES) to manager geographically referenced information. Part of PLANES was the DABA system intended to supersede the Street Cards, and information back to about 1971 (but apparently incomplete) was transferred to it. However the Street cards continued to be used as an active reference tool by officers of the Planning unit until 1996 when the series was transferred to Archives and microfilmed. New information continued to be added (but not systematically) until 1994.
