South Sydney Municipal Council Town Planning and Development Department

Unique IDAG-0021DescriptionThe first meeting of what was then the Northcott Municipal Council on 1 August 1968 established the Town Planning and Development Department. Its responsibilities embraced the long standing local government activity of supervising local development and building, and the relatively new responsibility of town planning. The department was located in Waterloo Town Hall (the central administration of the Council was in Alexandria Town Hall).

Early in 1969 Mr Richard Orr, a qualified town planner, was appointed Director of the Department. In April, Mr J Kenny was appointed Deputy Director.

The department inherited a large volume of planning and development records from the Sydney City Council, as well as having to manage the increasing volume of records generated by its own activities. The building boom which took off in the late 1960s and early 1970s placed the Department's limited resources under great strain. The physical separation from the central administration exacerbated its problems by throwing the department entirely on its own resources.

In recognition, in part, of these difficulties, Council on 17 April 1974, resolved to relieve the Director of the duties relating to routine processing of building and development applications. His title became Director of Forward Town Planning to reflect the increased emphasis on the town planning function.

On 5 June 1974, Council completed the reorganisation by abolishing the Town Planning and Development Department and establishing the two Departments of Forward Town Planning and Development and Building Departments.
