The Committee expressed its satisfaction with the Treasurer's report. Appended: Printed copy of the Auditor's Letter and the Treasurer's reply. The Auditor stated his opinion that the Books of Account were insufficient for their purpose and required remodelling and supplementing and should be kept by an Accountant in an Accounting Department rather than with and by the Treasurer. The Auditor noted that the Mayor and Aldermen were not in the habit of inspecting the Accounts and that it was not considered part of their duty. The Auditor considered the current system was difficult to comprehend and ambiguous. The Auditor drew attention to a number of matters including the system relating to receipts from the George Street Markets with books kept only at the Market by the Clerk, the illegal investment of funds in the sinking account in a bank instead of in Government securities, the creation of the Town Hall Fund Account, the accounting of the Government Annual Endowment Fund, apparent errors in the presentation of the salaries account (disputed by the Treasurer), illegal payments in cash and the method of paying the interest on debentures.
