Printed Copy of Report of the Draft Committee, appended are names of Staff and Employees of Council [see below]: The Committee's purpose was to seek ways to reduce expenditure and increase efficiency.

[1] Town Clerk's Department: Committee found many irregularities by Mayors and Town Clerk e.g. Actions taken without knowledge of Council, Auditors etc including concealment of knowledge of the No2 City Fund Account set up by the Treasurer for which no statements etc were ever presented enabling his defalcations and the negotiation of a loan by the Mayor with the Government Savings Bank for the completion of the Queen Victoria Markets without sanction or knowledge of Council;

[2] City Treasurer's Department: "utter disorganisation" consequent to Mayor's and Town Clerk's apathy, a dishonest Treasurer and imperfect audits;

[3] The Auditors: Failure to discover the No2 Account; signing of half yearly statements as correct while disclaiming this in Minutes noting they had not received relevant receipts, vouchers etc and not taking further action;

[4] City Surveyor: unsatisfactory performance in street cleaning and tip branches; recommendation to amalgamate the offices of City Surveyor, City Building Surveyor and City Architect and appointment of a Licensed Surveyor & Civil Engineer to the new position;

[5] Depots: Moore Park Depot and Belmore Park Depot both useless and unjustifiable;

[6] Flemington Sale Yards mismanaged, no effective systems of accounting;

[7] Fish and Belmore Markets needing reorganisation;

[8] Recommendations: amalgamations, reductions and retrenchments in staff and day labour, etc; no new works to be started; continued
