A long report about cholera where he mentions the serious epidemics in various parts of the world, including England. "It is not impossible that a visitation of this disease may reach us. Prevention is better than cure is well applied to this disease, by early attention to Sanitary Laws" ... "The first and most necessary precaution - is cleanliness. White washing - house back premises and enclosures, the removal of foul drains, and decomposing matter - Impure air powerfully predisposes to cholera and diarhhoea - the latter so prevalent here at this season is the first stage when cholera is epidemic". The report concludes with "Trusting that these few remarks may induce landlords to look to the state of the dwellings of poor tenants - and a more extended means of cleaning backlanes and street, by your Council".
