He believes that wharves, sheds or any structures on piles or projecting over water are not liable for city rates as they are outside city boundaries. For the other disputed items, properties adjacent to or facing Circular Quay or Cowper Wharf the following arrangement was reached: "That as the Government have constructed most of the roadways, maintaining, cleaning and lighting them at an annual expense estimated at £2000 they be allowed a rebate of 5% per ann on such cost".
