The business of making changes to the structure of Council administration, to achieve business objectives such as reducing numbers of staff and improving the efficiency or effectiveness with which services are provided.
The first enquiry into the general working of the Corporation was held in 1870 with the appointment of a Special Committee which met from 22 November 1870 to 3 February 1871. [CRS 9/3].
However, the first major departmental change, as opposed to the creation of a new department, was the amalgamation of the Building Surveyor's and City Architect's departments (CA76 and CA77) to form a combined department (CA78) in 1881. Changes to the system of Council committees had begun by 1845 (with the amalgamation of the Markets Committee (CA127) into the By-Law Committee (CA113). However large-scale administrative change for both departmental and political agencies of the Council is a feature of the twentieth century, especially from about 1924 (for departments) and 1981 (for committees).
