The Committee's recommendations include: responsibility for paving of footpaths should lie with the proprietors of buildings fronting them, with Council responsible for curbing the streets and forming side-channels of stone to drain water; a survey of the City is required; the City Surveyor needs the means and appliances to effect repairs to many streets using Macadamising metal which needs to be obtained; the existing sewerage and drainage system is inadequate and major sewers need to be laid in the main streets with provisions to prevent blockage by rubbish; a supply of water is needed for street cleansing.
