The most suitable premises inspected were owned by Mr Saul Lyons in Pitt Street but the rental was considered extravagant. Mr Sparks, of the Royal Hotel, offered to refurbish the north east wing to Council requirements and in the meanwhile to provide other rooms and the Committee recommended this option. Other premises inspected were the Pulteney Hotel in York Street and the Chamber of Commerce building in McQuarie Place, both considered suitable with some reservations.
