Report of the Market Committee as to the George Street Markets: The Committee found problems had arisen because of ineffective laws and regulations. Produce was being sold on the outskirts of the city or by private arrangement avoiding the Markets and thus avoiding payment of dues and supervision of quality and contributing to manipulation of prices and supply. Produce coming to Sydney by water avoided dues by being landed at private wharves. George Street Markets consist of 4 buildings marked A, B, C and D. Building A is the Growers or Settlers Market used mostly between December and March in the fruit season. Building B is used for the sale of various meats, dairy products and eggs. Building C is used for the sale of potatoes. Building D is used for the sale of fruit, vegetables and garden produce. Market Buildings B, C and D are leased for 1842 to Mr Maclaughlin who has the right to let the stalls and collect dues on goods brought for sale. Rent has been collected by the Market Clerk, T. V. Curtis. Committee believes that vacancies in the stalls can be attributed to the lack of laws preventing hawking in the streets. Committee recommends regulations to compel stock and produce coming into the town to be sold only through the Markets and paying tolls or dues and it recommends changes to the usage of the market buildings. Committee recommends that the leases of stalls in Buildings B, C and D be put to public auction and that a Clerk of the Market and a constable assistant be appointed. Appended: regulations pertaining to the Markets in the Act of Council No 7 4Will:4 1833 sec 46; suggestions in regard to regulations by Mr Curtis. p21, [41]: Provisional Report as to the Hay Corn and Cattle Market. Committee has not had time to consider all the information received and make full recommendations for the Market's future management. The present Clerk of the Hay Corn and Cattle Market is George Rainy. He is entitled to fees from the use of the Weighing Machine but it has been inoperative for years. Committee recommends that the machine be repaired or replaced. The dues of the Market were let for 1842 to Mr J. W. Sparkes (sureties Messrs Whelan and Wright). Many cattle are not brought to the Market. Committee recommends that upon expiration of the lease, the Council appoint the Clerk of the Market to collect the dues on behalf of the Council until a better system of management is determined. p23, [43]. Provisional Report as to the Market Wharf. Committee has not had time to consider all the information received and make full recommendations for the Wharf's future management and notes that at present there is no regulation of the traffic at the Wharf. Committee recommends that all fish brought to the City either by land or water should be taken to the Wharf before further distribution. p25, [45]. Memo from the Town Clerk to the Chairman of the Market Committee, Alderman Owen, informing him that the Colonial Secretary has authorized certain officers to confer with the Mayor, Chairmen of Committees or Town Clerk on certain matters, viz, the Auditor General, Police Magistrates of Sydney and Superintendent of Police in respect of Markets or Police Establishments; the Auditor General and Lieut. Col. Barney on matters connected with the supply of lighting and water. p29, [48]: Letter from W. Mitchell to the Chairman of the Committee alleging the difficulties in leasing a Market Stall as the stall holders with multiple leases have created a monopoly, themselves paying low rents while new applicants are quoted high rents. p33, [49]: Minutes of the Market Committee, 28 November 1842: Evidence was given by Thomas Vincent Curtis, Clerk of the George Street Market, Bernard McLaughlin, Lessee of the George Street Market and George Rainy, the Clerk of the Hay, Corn and Cattle Market.
