In his opinion Messrs Carruthers and Howell, the Clerks of the Markets are yearly servants and that unless for misconduct their services cannot be dispensed with without reasonable notice. He suggests a notice of two or three months expiring on the day upon which the original hirings commenced. There is a notation: Carruthers 4 Jany 1864, Howell 5 Sept 1871.
