Detailed report on plying for hire of Van Men and Porters, naming wharves where [irrreguarities] occur. Mr Jackson, Metropolitan Carrying Company has directed men onto wharves who leave vans and horses unattended in the street when steamers are in & excluding others. This causes discontent. Notably the Queensland, Huddard, Parkers, Tasmanian Coys have allowed special privileges who then direct porters to load baggage to them, or risk exclusion from the wharf. One porter is the sole one allowed on New Zealand Wharf, and is a shareholder, and when arriving or departure of the New Zealand or Frisco Mail boats, labourers act as porters. Foreman of this company, Joseph Chase was fined 20/- + costs for plying for hire at Margaret St, carrying baggage from SS Allimeda to a cab in the public street, and receiving payment from the passenger.
