(Note: Received: RS;31/5/92. With reference to Mr Bower's complaint of his dirt box having been removed from the front of his premises 49a Castlereagh Street presumably by the Corporation employes. I have the honor to report that I have made strict inquiry into the matter and have reason to conclude that the Corporation men employed in the removal of refuse are free from suspicion. I am however credibly informed that certain individuals (among whom are a woman and some children) who go about the city at night and early morning with horse and cart picking up from the refuse anything they can make some profit by and who do not scruple to take the boxes and scatter the remainder of contents into the street: RS;2/6/92.
