He also considered the tenant should have been summonsed as it was his neglect rather than the Landlords Agent. Notation on back Inspector Seymour to see The Mayor. Annotation on front "Reply to T. W Garrett [Landlord] C/-, Supreme Court." Attached memo to Inspector Seymour from A. I.
