Building applications inspection and approval

Receiving and approving or disallowing applications to construct, make additions to, or alter the fabric of buildings.
Includes the inspection of plans to determine whether approval should be granted, and what conditions should be tied to an approval.
Includes inspection of building works and taking of action against illegal or substandard work. See also activity A55 (enforcement of bylaws).
On 8 December 1870, the Building Surveyor reported to the Finance Committee on the desirability of a New Building Act, "stating that the present Act 8 William 4th No 6, and subsequent amendments, are so defective and complicated that it is rarely possible to obtain a conviction. A new Act is imperatively necessary". Council resolved that the Building Surveyor and City Solicitor prepare a draft a new act, as early as possible. [CRS 11/5, Finance Committee Minutes]
CRS 22/17 (Reports of the Finance Committee) contains a draft of the City of Sydney Improvement Bill submitted for the Council's approval on 25 Nov 1875.

City of Sydney Improvement Act 1879.
Established the office of City Building Surveyor with reponsibility for regulating building activity.
Municipalities Act 1897 s234 (Councils other than the City of Sydney): to receive advice of any new building proposed, and power to order removal if too close to the [building line]. At some time after this (and before the Local Government Amendment Act 1927 (s312) municipal councils other than the City acquired the power to approve building plans including retaining a record copy.
