The very large amount of works being undertaken makes it impossible for the District Surveyor and one ganger to supervise all the work. Note from James Sutherland, Mayor stating that he appoints James Keyes as Foreman of Works at a salary of five [possibly three] pounds twelve shillings per week.14/8/1861.
