City surveyor recommends against the scheme as, he states: "It has been found in cities and vestries of the United Kingdom practicable and profitable for the electric lighting installations to be executed maintained and controlled by the respective local authorities". He refers to his previous minute of 11th October and urges the Council not to transfer any of its powers or grant any concessions in this business to any company or syndicate at this juncture.
