Hilary Golder: Sydney's Elections: A Short Electoral History of Sydney City Council 1842-1992 (Sydney, SCC, 1995). Changes to boundaries since 1908 have mostly been the result of state government initiatives intended to alter the political complexion of the Council, or to ensure the Council could not manage or oppose major State Government projects (Darling Harbour Authority, Sydney Cove Authority).
For Councils other than the City of Sydney, the first boundary change occurred when Redfern Municipal Council was divided and part formed into Waterloo Municipal Council in 1860.CreationCity of Sydney Boundaries Extension Act 1908.
