As the number of appeals is too large to be disposed of by Quarter Sessions as presently constituted, and appeals should be heard without delay, request that the Governor-General, under Act of Council 16 Victoria No 36, appoint a competent person to act as Chairman for the purpose of hearing appeals. As Court sits on 14th Instant an early reply is solicited and, should the above suggestion not be acceptable, an alternative method be devised.
